[Installation]
Download your purchased content from https://portal.cfx.re/login
Drag and Drop the downloaded folder from keymaster to your FiveM resource folder (do not rename the folder!).
FiveM / Portal.CFX
Add the Key from keymaster to your cfg file.
If you are not the server owner, you can transfer the key. notice! You can transfer ownership of assets only once on keymaster!

You lack the required entitlement to use <resource>
Try restarting your server and make sure your server license key is correct.
